Driveway Replacement · Rochester, New York

Driveway replacement in Rochester, NY, repair, resurface or replace: how to tell which one you need.

Not every bad driveway needs to be torn out, and not every driveway can be saved with a patch. The right answer depends on whether the problem is on the surface or in the base underneath. Here is how to tell, and what a full replacement involves.

The short answer

If the damage is on the surface (scattered cracks, a few potholes, faded and dry asphalt), repairs or a new overlay can work. If the driveway is sinking, cracked in a spider-web pattern, holding water, or breaking off at the edges all over, the base has failed. A failed base needs a full tear-out and rebuild, because anything paved on top of it will fail the same way.

Three options, from smallest to largest

Repair
Crack filling and cut-out patches for isolated damage. Right when the rest of the driveway is sound.
Resurface (overlay)
A new layer of asphalt paved over the existing driveway after repairs. Works only when the base underneath is still solid and the driveway drains correctly.
Full replacement
Remove the old surface, fix the base and drainage, and pave new. The answer when the problem is underneath.

Signs the base has failed

  • Alligator cracking. Cracks that connect into small irregular blocks, like reptile skin. This is the classic sign the support underneath is gone.
  • Sinking and ruts. Low areas where tires sit, or a dip that holds a puddle after rain.
  • Crumbling edges. Asphalt breaking off along the sides, usually because it was never supported or compacted there.
  • Patches on patches. If repairs keep failing in the same areas, the problem is below them.
  • Water against the house. If the driveway pitches toward the foundation or garage, replacing it is the moment to correct the grade.

How a full replacement works

  1. Plan the new layoutReplacement is the one chance to change the driveway: widen it, add a parking pad, straighten a tight turn, or fix where water goes. We mark the new outline before anything is removed.
  2. Break out and haul away the old surfaceOld asphalt or concrete is broken up, loaded and hauled off. Asphalt removed from driveways is commonly recycled back into new pavement.
  3. Inspect what is underneathWith the surface gone, we can see the actual cause: soft clay, missing stone, roots, or water that has been sitting under the driveway. Soft areas get dug out and rebuilt.
  4. Rebuild the baseNew crushed stone, placed and compacted in layers, shaped to drain away from the house.
  5. Pave and rollHot-mix asphalt is laid, finished by hand at the edges and tie-ins, and rolled while hot. Our driveway paving page goes through this part in detail.

Widening or reshaping while you replace

Widening is the most common change. Before you plan it, know your setback. Inside the City of Rochester, driveways stay 5 feet from side lot lines and need drainage that keeps water off the neighbor's property and sidewalk, and expanding a driveway requires zoning approval. Towns outside the city set their own rules, so check your town page or call your town building department.

Driveway rules inside the City of Rochester

If the property is inside Rochester city limits, the city has its own process, and it applies to more than brand-new driveways. The city's self-serve instructions say a Certificate of Zoning Compliance is required to legalize, resurface, expand, or install a driveway on private property. Work in the public right of way, which usually means the apron or curb cut at the street, goes through a separate approval with the Department of Environmental Services.

These are the property owner's approvals. We will walk the property with you so the plan you file matches the driveway that gets built. Every suburban town around Rochester has its own rules, so check the page for your town or call your town building department.

Concrete to asphalt, or asphalt to concrete

A replacement does not have to be the same material. Cracked concrete driveways are often replaced with asphalt, which is less expensive and easier to repair later. Some homeowners go the other way. Both work in Rochester when they are built correctly. Our concrete driveway page covers what concrete needs to survive road salt.

What decides the price of a replacement

  • Removal and disposal. How much old material there is, and whether it is asphalt or concrete.
  • Base repair. How much soft soil has to be dug out and replaced. This is often unknown until the old surface is off, and a good estimate will explain how it is handled.
  • Size, layout changes and drainage fixes.
  • Tie-ins at the garage slab, walkways and the street.

Common questions

Is it cheaper to resurface or replace a driveway?

Resurfacing (an overlay) usually costs less because the old driveway stays and becomes the base. It only works if that base is sound. Paving over a sinking or alligator-cracked driveway wastes the money, because the same cracks come back through the new layer.

Will homeowners insurance cover driveway replacement?

It depends on your policy and on what caused the damage. Normal wear, age and freeze-thaw cracking are generally treated as maintenance. Damage from a sudden event may be different. Your insurance agent is the only one who can answer this for your policy.

Do I need a permit to replace my driveway in Rochester?

Inside city limits, the city requires a Certificate of Zoning Compliance to install, resurface or expand a driveway, and a separate DES approval for apron or curb-cut work. Suburban towns each have their own rules. These approvals belong to the property owner. We will make sure the plan you file matches what gets built.

How long does a driveway replacement take?

It depends on size, removal and how much base work turns up. Removal and base work come first. The paving itself goes quickly once the base is ready. We will give you a schedule with your estimate.

Can you replace a driveway in winter?

Not with hot-mix asphalt. Western New York plants generally shut down in November and reopen in April. Removal and planning can happen earlier, but paving waits for the plants.
